Kristin Bergin was appointed the Acting Executive Director of the New York State Committee on Open Government, a statutorily independent governmental program housed within the New York State Department of State (“DOS”), in March 2026.

James Bilsborrow is a practicing attorney and co-chair of the Environmental and Consumer Protection Department at Weitz & Luxenberg. For fifteen years, Mr. Bilsborrow has litigated complex cases on behalf of injured individuals, local government entities, and private companies. Mr. Bilsborrow also served as a member of the Kings County Democratic Committee from 2016-2025 and served as a Kings County Judicial Delegate in 2020 and 2022

Ruth’s career is marked by her influential role at the New York State Power Authority, the largest state-owned public power utility in the U.S. There, as Vice President and Advisor to the CEO, she provided strategic counsel on a wide range of critical issues, from community relations to Employee Resource Groups (ERGs). Her pivotal role in managing the Puerto Rico Project post-Hurricane Maria showcased her ability to navigate complex, multi-stakeholder environments and drive effective resolutions to infrastructure and power challenges. This experience underscores her capacity to handle large-scale projects and collaborate with diverse teams to achieve operational success. 

In her earlier role as Vice President of Enterprise Shared Services at NYPA, Ruth demonstrated exceptional leadership by steering a broad array of departments, including real estate, facilities, and fleet management. Her strategic initiatives, such as creating the Women in Power ERG, not only empowered employees but also catalyzed a cultural shift within the organization. By streamlining processes and optimizing a $25M budget, Ruth enhanced efficiency and reduced costs, reflecting her commitment to operational excellence and fiscal responsibility. 

Ruth’s tenure at the Open Society Foundations (OSF) as Director of Operations and Culture further exemplifies her adeptness in global operations and change management. Leading the US Program budget and implementing transformative strategies, she fostered an environment of collaboration and inclusion. Her interim role as Acting Global DEI Director allowed her to advocate for diversity, equity, and inclusion on a global scale, aligning organizational culture with core values and strategic objectives. 

Ruth’s professional journey also includes significant roles in public service and legal fields, where she has honed her skills in policy development, crisis management, and community engagement. Her experience as Acting Secretary of State of New York and counsel to the Secretary of State involved overseeing substantial budgets and guiding strategic initiatives that shaped state governance and public affairs. 

With a Juris Doctor degree from Pace University School of Law and a Master’s in Communications, Journalism, and Public Relations from the University of Puerto Rico, Ruth combines her legal and communication skills with a deep understanding of organizational dynamics and public service. Her bilingual proficiency and experience in diverse cultural settings further enhance her capability to serve on a board dedicated to advancing utility operations and community relations. 

Ruth Noemí Colón’s career is a testament to her strategic vision, operational expertise, and unwavering commitment to social justice. As she seeks to contribute her talents to a utility’s Board of Directors, she brings a wealth of experience in leading transformation, managing complex projects, and fostering inclusive organizational cultures.

The Lieutenant Governor earned a Rhodes Scholarship while attending Colgate University in Hamilton, NY, and after returning home from Oxford, he received a law degree from Harvard Law School. Before serving as Lieutenant Governor, Delgado enjoyed a career in the music industry focused on empowering young people through hip hop; worked as an attorney focusing on complex commercial litigation, while dedicating significant time to pro bono work in connection with criminal justice reform; and served in the U.S. House representing New York’s 19th Congressional District. It's because of these diverse professional and personal experiences that Delgado finds common ground with people from all walks of life. 

• Amanda DeSantis, Designee - Lieutenant Governor (Greene County)

Hadley Horrigan has provided public policy and government relations counsel to the leadership of Catholic Health for more than seven years. 

Previously, she served as Vice President of Public Affairs at the Buffalo Niagara Partnership, leading advocacy efforts on behalf of nearly 2,500 local employers. During her tenure, Hadley successfully directed the challenging annual “Regional Agenda” process, which required the politically divergent leaders of Buffalo and Niagara Falls and the counties of Erie and Niagara to coalesce around one list of policy and funding priorities for state and federal action. She was instrumental in the launch of “Unshackle Upstate,” a five-region coalition that has given upstate NY’s economic interests a louder voice in Albany. In 2012, the Western New York Economic Development Fund was created when legislation drafted and lobbied for by Hadley became law. As a result, millions of dollars from the sale of unused Niagara Falls hydropower are distributed annually to local projects. The legislation’s passage was due in part to Hadley’s success building support among organized labor unions, who had historically viewed the Partnership as a foe. Hadley’s department at the Partnership was also responsible for the media relations, events, member communications and marketing of the not-for-profit organization, and she managed the government affairs committee of the board and the Partnership’s PAC. 

In 2007, Hadley was tapped by the administration of Governor Eliot L. Spitzer to serve as Chief of Staff of his newly created Upstate Empire State Development office, leading a large team of associates spread across 40,000 sq miles of upstate NY. Her office was charged with completing dozens of major infrastructure projects and guiding private sector investments of more than $2.6 billion. She directly advised the governor and his cabinet on policy and economic development issues. 

Hadley began her career as a reporter for the Associated Press, where highlights included interviewing Hillary Clinton, Al Gore, Rudolph Giuliani and Pat Buchanan, and covering the Buffalo Bills and Buffalo Sabres. She is a winner of the New York State Newspaper Publishers Association Award of Excellence for Distinguished Sports Writing, and worked as a “cub reporter” in the Capitol in Albany. She left the AP to return to Buffalo where she joined Travers Collins & Company, a strategic communications firm. There, she supported many high-profile clients with speech writing, crisis communication, branding campaigns, media relations, advertising and PR efforts. Her public affairs counsel won gold “Excalibur Awards” from the Public Relations Society of America, including two “Best in Show” honors. 

From 2011-2016, Hadley was fortunate to take a temporary leave from the workforce to be a “stay-at-home-mom".

Hadley grew up in Buffalo’s Broadway-Fillmore and Black Rock neighborhoods, and is a graduate of Hutch-Tech High School and Duke University. She currently serves as the NY Governor’s appointee to the NYS Committee on Open Government, leads the Home-School Association at Catholic Academy of West Buffalo, is a Bison Fund volunteer, girls’ basketball assistant coach, member of the Parish Council at Blessed and a tour guide with Explore Buffalo. She has taught “Political Communications” at SUNY Buffalo State College, and was named one of Buffalo Business First’s “40 under 40.” She and her husband, Scott, live in Buffalo with their three children.

Walter T. Mosley is currently serving as the Secretary of State. He was nominated by Governor Kathy Hochul to serve as New York’s 69th Secretary of State. 

Walter T. Mosley was formerly President and Chief Executive Officer at Mosley Advisory Group. Founded in February 2021, the Mosley Advisory Group (MAG) was a full-service government and corporate relations firm with a concentration in emerging markets and overseas economic market initiatives, industrial development, alternative energy, and adult use cannabis. 

Mr. Mosley worked as a national and international public relations strategist and offered his expertise in a variety of resources including a combined brand of skills necessary to reach crucial community members and critical legislators. In this role Mr. Mosley provided a unique approach to solving problems with government by utilizing an integrated strategy of lobbying, communications, social media, and grassroots efforts, masterfully designed to achieve his client's designated goals. 

Prior to Mr. Mosley's private sector engagements, he represented the New York State Assembly within the New York State Legislature. From 2013 to 2020 Mr. Mosley represented communities in central Brooklyn encompassing the neighborhoods of Fort Greene, Clinton Hill, Prospect Heights and parts of Bedford Stuyvesant and Crown Heights. 

Over those years Mr. Mosley was a staunch advocate for his constituents both in Albany and within his district. Individually and alongside his colleagues, Mr. Mosley worked to pass crucial legislation to protect New Yorkers from unscrupulous landlords, furthered criminal justice reform practices, and expanded affordable housing opportunities on several fronts throughout his district and state. 

Mr. Mosley was a contributor and advocate for the legalization of adult-use cannabis in New York State. Through his work on criminal justice reform and decriminalization of the practice, Mr. Mosley accomplished these measures serving as Co-chair of the New York State Legislature's Black, Puerto Rican, Hispanic and Asian Caucus's Marijuana Regulation and Taxation Task Force on Cannabis. From his leadership Mr. Mosley ensured that social equity firms and businesses would have a fair opportunity to be involved in the economic rollout of the adult use cannabis industry in New York State. 

Mr. Mosley was also a member of the Black, Puerto Rican, Hispanic and Asian Legislative Caucus (BPHA), the Jewish Caucus, and the Hispanic Task Force. In his capacity as a BPHA Caucus member, Mr. Mosley served as Second Vice-chair and as the Budget Chair. 

Mr. Mosley was a member of the New York State Caucus of Environmental Legislators; State Legislators Against Illegal Guns (SLAIG); The American State Legislators for Gun Violence Prevention (ASLGVP); and served on the bi-partisan Leaders Eradicating All Poverty (LEAP) - an initiative to combat poverty, wage discrimination, and income inequality throughout New York State. Likewise, Mr. Mosley served on the New York State Assembly's Anti-Poverty Workgroup.

Some of his distinguished honors include: 2016/2017 New York State Delegation - 75th Anniversary Attack on Pearl Harbor (Honolulu, HI & Nagasaki, Japan); 2017/2018 Senior Fellow with Massachusetts Institute of Technology - Advancing Economic Democracy and Development (Mondragon, Spain); 2019 New York State D-Day Delegation - 75th Anniversary Normandy Invasion (Normandy, France); and 2020 New York State Poland Legislative Delegation - 75th Anniversary of Auschwitz Liberation (Krakow, Poland). 

Mr. Mosley has had a long history of public service throughout his life. He served as a Legislative Analyst and Oversight Investigator for the New York City Council and went on to serve as Senior Consultant to the New York State Assembly, and Senior Advisor to the Deputy Speaker of the New York State Assembly prior to becoming a member of the New York Legislature in 2013. 

In 2008 Mr. Mosley was a New York State Pledged Delegate for President Barack Obama on behalf of the 10th Congressional District. Likewise, Mr. Mosley was a New York State Pledged Delegate for Secretary of State Hilary Clinton on behalf of the 8th Congressional District in 2016. 

As a college lecturer, Mr. Mosley has shared his knowledge and experiences on the inner workings of government with students across the United States, while at the same time he has continued his own educational advancement. In 2016 Mr. Mosley was selected by the Institute for State & Local Governance at the City University of New York as a part of its inaugural John Lindsay Fellowship. Named in honor of former New York City Mayor John Lindsay. 

In 2017 Mr. Mosley was selected as a Council of State Government Henry Toll Fellow; and in 2019 Mr. Mosley was accepted into the Harvard Kennedy School of Government's Strategies for Building and Leading Diverse Organizations program with a concentration on emerging global economic issues. 

Mr. Mosley is a graduate of The Pennsylvania State University where he received his BS in criminology and minored in African Studies and African American History; he is also a graduate from Howard University School of Law in Washington, DC. 1998. Mr. Mosley currently lives in Albany, New York and has two children, Sebastien and Allyson. 

• Anais Vasquez, Designee - NYS Secretary of State (Albany County)

Appointed by Governor Hochul in October 2021 and unanimously confirmed by the New York State Senate in February 2022, Jeanette serves as Commissioner of the New York State Office of General Services (OGS) and a member of the Governor’s Cabinet. 

Commissioner Moy has led transformational changes at the agency as it implements new programs aimed at improving the way State government operates, making it more data-driven, effective, resilient, and responsive to the needs of the agencies, residents, and visitors OGS serves. Under her leadership, OGS created a new Division of Resilience and Sustainability to help meet statewide climate goals, which include converting the light-duty fleet to all zero-emission vehicles by 2035, baselining and reducing its greenhouse gas emissions by 85% by 2050 and adapting OGS’s assets and operations to the increasing impacts of climate change. OGS is driving efforts to modernize the state’s procurement systems and processes. OGS also established the State’s new Office of Language Access, which is ensuring New Yorkers with limited English proficiency have access to important government programs and services.

Commissioner Moy served on Governor’s Prison Redevelopment Commission, which is focused on reimagining closed correctional facilities for innovative redevelopment opportunities across the State. She is an ex officio member of the State’s Veterans Employment Task Force and was named as a member of New York State’s 250th Commemoration Commission. 

Prior to OGS, Commissioner Moy was EVP & COO at Public Health Solutions, the largest health non-profit serving NYC. She served as COO at the NYS Office of the Attorney General, leading its statewide modernization efforts. She was the first Chief Strategy Officer at Brooklyn Public Library, the fifth-largest public library system in the nation. She served as Deputy Chief of Staff and Senior Policy Advisor at the NYC Mayor’s Office, focused on customer service strategies, technology, and innovation. Commissioner Moy received her BA and MS from the University of Rochester. 

• Ian MacCallum, Designee - Office of General Services (Albany County)

Chris Policano has more than 30 years of experience working in government, the labor movement, journalism and non-profit organizations in New York, Los Angeles and Washington, DC. Prior to joining City University of New York's School for Labor and Urban Studies in April 2024, he was Executive Vice President of Rubenstein, a leading communications firm in NYC. He has held top public affairs positions at the NY City Council, the Office of the Queens District Attorney, the American Federation of State, County & Municipal Employees (AFSCME), the United Federation of Teachers (UFT), District Council 37 and Phoenix House Foundation. He worked as a reporter for the NY Daily News, the NY Post and the NY Amsterdam News and his work has appeared in New York magazine, The Nation, the Huffington Post and numerous trade publications. A former advisor to Columbia University’s Master’s Degree Program in Strategic Communications, he has also been a member of the NYC Press Club, the NY Association of Black Journalists and the International Labor Communications Association. He currently serves on the New York State Committee on Open Government.

Stephen Waters is owner, board chair, and former publisher of the Rome (NY) Daily Sentinel. He learned his craft over 46 years and was the fifth generation of his family to hold the newspaper in stewardship for the community. He attended Colgate University majoring in both History and Political Science, joined IBM as a computer programmer, and later served as a computer systems manager at the University of Nijmegen, The Netherlands. He has served on the boards of several state and national news organizations. In 2012 Stephen published Individuals, Journalism, and Society about how the 20th century had failed and how the 21st century can succeed. He more recently published, Individuals, Journalism, and Society: the Epilogue, Take Back your News, and Simple Wisdoms: Individuals and Society. He and his wife Wendy have two grown children, one of whom is currently publisher of the newspaper

Member (Albany County) 

Blake G. Washington is the Budget Director for the State of New York, appointed by Governor Kathy Hochul. Mr. Washington is responsible for the development and management of the New York State budget and leads a team of public servants to administer the fiscal duties of the state, including economic and revenue forecasting, tax policy, fiscal planning, capital financing and management of the State’s debt portfolio. Mr. Washington was previously employed by the New York State Assembly Ways and Means Committee for over 20 years, culminating with his service as Secretary to the Committee from 2015 through 2023. In that role, Mr. Washington advised the Assembly Speaker and the Assembly Majority on all budget and fiscal matters and served as the Assembly’s lead negotiator on the New York State budget. He began his career in public service as a probation officer in Sullivan County, New York. Mr. Washington earned both his master’s and bachelor’s degrees from University at Albany. He lives in the Capital Region with his wife and daughter.
